ArSRLM Signs MoUs with Seven Agencies to Implement DDU-GKY 2.0 in Arunachal Pradesh

Itanagar, September 28, 2026: The Arunachal State Rural Livelihoods Mission (ArSRLM), Government of Arunachal Pradesh, signed Memoranda of Understanding (MoUs) with seven Project Implementing Agencies (PIAs) for implementing skill development and placement-linked training programmes under Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) 2.0. The MoU signing ceremony was held at the ArSRLM Conference Hall in Itanagar.

The seven organisations partnering with ArSRLM are Assam Professional Academy, Nitya Foundation, Skills2Skills LLP, Spurthi Rural Development Society, Sundyne Solar Solution Private Limited, Nurture Employability & Economic Development Society (NEEDS) and SHEEP Society.

The partnership aims to expand access to industry-oriented skill training for rural youth in Arunachal Pradesh, enhance employability and create sustainable livelihood opportunities through placement-linked training. The collaboration will combine the technical expertise, resource management capabilities and institutional strengths of ArSRLM with the specialised skills and ground-level implementation networks of the participating agencies.

Addressing the gathering, ArSRLM Chief Executive Officer-cum-State Mission Director (CEO-cum-SMD) Sangeeta Yirang, APCS (AG), highlighted the importance of skill development in empowering rural youth and creating meaningful employment opportunities. She emphasised that the success of DDU-GKY 2.0 would depend on institutional commitment, accountability and active participation from all stakeholders.

Yirang urged the implementing agencies to maintain quality in training delivery, adhere strictly to prescribed standards and ensure meaningful placement opportunities for trained candidates. She also stressed the importance of close coordination and regular communication with ArSRLM for effective implementation and achievement of the objectives of DDU-GKY 2.0.

The Chief Operating Officer (COO–Skills), ArSRLM, underscored the need for strong inter-agency coordination and systematic compliance with DDU-GKY 2.0 guidelines and Standard Operating Procedures. The implementing agencies were asked to ensure timely completion of training programmes, regular monitoring and quality assurance at training centres, as well as transparency and accountability in project expenditure and outcomes.

The COO–Skills also highlighted the importance of quality training, regular monitoring and sustained post-placement support in achieving meaningful and sustainable employment outcomes for rural youth. Measurable employment impact, he said, would remain an important indicator of programme success.

The signing of the MoUs marks a step towards strengthening the skill development ecosystem across Arunachal Pradesh. The partnerships are expected to facilitate industry-relevant training, create pathways to employment and contribute to the socio-economic empowerment of rural communities.

By integrating specialised training providers with the state’s rural livelihoods infrastructure, ArSRLM aims to expand employment opportunities for rural youth and contribute to improved household incomes across rural areas of Arunachal Pradesh.

DDU-GKY is a centrally sponsored scheme of the Ministry of Rural Development that provides skill training linked to wage employment for rural youth. DDU-GKY 2.0 is the enhanced iteration of the programme, with greater emphasis on quality training outcomes, sustainable placements and livelihood security for trainees.
